Governor Tina Kotek signed bipartisan legislation on Monday aimed at lowering energy costs for Oregon households—by requiring large energy users to pay for grid strain, limiting winter rate hikes, and doubling funding for energy bill assistance for low-income and senior residents.
The law also gives the Public Utility Commission new authority to reward or penalize utilities based on performance outcomes.
